SBE Seeks 100kHz for EAS Communications
Indianapolis - Jun 25, 2008 - The Society of Broadcast Engineers (SBE) filed a request with the FCC to set aside 100kHz in the 700MHz D-block spectrum for nationwide Emergency Alert System (EAS) use. In comments filed June 18, the SBE suggested the spectrum should be divided into two 50kHz blocks - one from the D-block spectrum in the upper band and one from the lower band.
As envisioned by the Society, the spectrum could be divided into channels and reused nationwide to provide interference-free communications from federal, state and local emergency operating centers to broadcasters and cable operators. The main purpose of the spectrum would be to transmit CAP information.
The SBE proposes bands 758MHz-758.05MHz and 792.95MHz-793MHz to be set aside for exclusive nationwide EAS use and licensed to state and local emergency management agencies. The filing is posted on the SBE website at this link.
Royalty Bill Passes House Subcommittee
Washington - Jun 26, 2008 - The House Judiciary Committee subcommittee on Courts, Internet and Intellectual Property passed a bill that would require radio stations to pay royalties to artists for playing their music. The full Judiciary Committee takes the next step on the bill.
The National Association of Broadcasters opposes the legislation and notes that it has the majority support from the full house to block the bill. The Music First Coalition, which supports the bill called the subcommittee's action a major victory.
The bill currently caps performance royalties at $5,000 per year for radio stations with less than $1.25 million in annual revenue. Rep. Howard Berman (D-CA), the chairman of the subcommittee, wants lawmakers to consider a sliding scale payment for smaller radio stations.
FCC Issues NPRM on Sponsor Identification
Washington - Jun 26, 2008 - The FCC has issued a notice of proposed rulemaking on the sponsorship identification rules and the increasing industry reliance on embedded advertising techniques, such as product placement. The FCC feels it is important that the sponsorship identification rules protect the public's right to know who is paying to air commercials or other program matter on broadcast television, radio and cable. The FCC seeks comments on current trends in embedded advertising and potential changes to the current sponsorship identification regulations with regard to embedded advertising.
The FCC notice specifically referenced advertising methods such as the Cwickies that air on the CW Network, Fox Sports Network's product immersion, and NBC's policy of including advertisers in programming development.
The Commission's sponsorship identification rules are designed to protect the public's right to know the identity of the sponsor when consideration has been provided in exchange for airing programming. These rules are in sections 317 and 507 of the Communications Act of 1934, and sections 73.1212 and 76.1615 of the FCC Rules.
Commissioners Martin, Copps and Adelstein issued statements saying it's important for consumers to be fully aware that they are being sold something, hence the action to initiate the NPRM. Comments are due 60 days after the NPRM is published in the Federal Register. Reply comments are due 90 days after the NPRM is published in the Federal Register. MB Docket No. 08-90.
Jerry Lee Establishes Experimental Criminology Center
Cambridge, England - Jun 30, 2008 - Jerry Lee, owner of WBEB 101.1 FM, is focusing attention on criminology. The Jerry Lee Centre of Experimental Criminology will be dedicated at Cambridge University in England. Lee has raised millions of dollars and donated his own money for crime fighting research and initiatives around the world. He also established the Jerry Lee Center of Criminology at the University of Pennsylvania in 2001.
The Cambridge Centre, located at the world's oldest Institute of Criminology, will be home to a team of experimental criminologists. Lawrence Sherman, the University's new Wolfson Professor of Criminology, will lead the Centre at Cambridge. Sherman is the founding president of the Academy of Experimental Criminology. Sherman was also the founding director of the Lee Center of Criminology and the Department of Criminology at the University of Pennsylvania, to which the new Lee Centre at Cambridge will be closely linked. This is the latest step in the development of their mutual vision through conversations, projects and fundraising from the U.S. Congress, the Pennsylvania General Assembly, the Philadelphia City Council and other private foundations.
Sales Call GAP Broadcasting will use Ando Media's services including Webcast Metrics audience measurement and Ad Injector ad insertion system for all of its Internet radio stations. GAP currently operates more than 100 stations that will stream. The Pacific Black Box project aims to provide skills and resources for young people to raise awareness of environmental and social issues through audio/visual digital communication mediums, helping them become community advocates on a local, national and global scale. A collection of Rode Video Mics were used as audio recording devices, attached to both digital camcorders and digital audio recorders. Entercom Communications has joined the Fly Tunes content network. Starting immediately with its affiliates in San Francisco and Seattle, Entercom stations will be available in the new "Cities" section of the Fly Tunes Guide. Additional stations in other Entercom markets will roll out on Fly Tunes over the next 90 days. The Fly Tunes network is the first content network specifically designed to deliver radio, video and podcasts to smart phones such as the Apple Iphone.
Broadcast Electronics Appoints Hun as RSM, Latin America
Quincy, IL - Jul 1, 2008 - Broadcast Electronics has appointed Raul Hun to regional sales manager, Latin America. Hun will oversee the company's sales activities and become BE's primary point of contact for broadcasters in Latin America.
Hun has been employed at BE for more than 10 years, and was instrumental in BE's introduction of HD Radio to Brazil, Mexico and Jamaica, among other countries. He brings a world view of broadcasting to his new duties, having served as the company's internal sales contact for BE's customer base in Asia and more recently as BE's international sales engineer/resale coordinator for Latin America.
Hun is a graduate of Southern Illinois University-Carbondale where he holds a bachelor of science degree in electrical engineering.
Ptek Appoints Belanger as VP of Sales
San Jose, CA - Jun 30, 2008 - Ptek has appointed Ernie Belanger to be the company's vice president of sales. In doing so, Belanger will open a New York office as he focuses on expanding Ptek's transmitter sales in the North American government and military markets. Opening the New York office will extend Ptek's hours for customer convenience.

Zier Named CEO of Air America Media
New York - Jul 1, 2008 - Air America Media has named Bennett Zier as its chief executive officer. In this New York-based role, Zier will lead on-air, online and video initiatives. Zier will lead the executive team, providing the execution of strategic goals and objectives.
Prior to joining Air America Media, Zier was a founding member of Umansky, Wyatt, Zier (UWZ), a Washington D.C.-based management and marketing consulting firm, where he worked with several consumer brands, including Air America, to assist them in moving traditional media into new media. He will remain a director of the company.
Before UWZ, Zier was the founding CEO of Red Zebra Broadcasting, the home of the Washington Redskins Radio Network. For more than ten years prior to that, he was executive vice president at Clear Channel Radio based in Washington DC, overseeing what became a cluster of 32 stations in the mid-Atlantic region. He directed enterprises that included entertainment, sports and outdoor operations, after he had merged seven radio groups in Washington, DC, into what ultimately became Clear Channel Communications. Zier also spent more than 14 years building creative sales programs and initiatives at CBS Radio in New York and Boston; after starting his career at Greater Media in Long Island, NY, where he worked in sales and as a news reporter.
A Long Island native, Bennett graduated from Adelphi University with a degree in business and communications. He has received the Clear Channel Executive of the Year Award and other distinctions.
